The course satisfies applicable requirements, and the following approval is granted subject to the conditions specified below and in Enclosure (1):
Any applicant who has successfully completed your Operator of Uninspected Passenger Vessels (OUPV) (CMTIVA-340) course within one year of application will satisfy the examination requirements of 46 CFR 11.201(j)(1) for original issuance, 46 CFR 10. 227(e)(1)(iii) for renewal, and 46 CFR 10.227(i) for reissuance for the following endorsement:
⦁ Operator of Uninspected Passenger Vessels (OUPV) Near Coastal, or Great Lakes & Inland, or Inland Waters.
The course is divided into sections covering the following topics:
1.0 Rules of the Road
2.0 Navigation Problems: Chart Plot
3.0 Navigation General
4.0 Deck General and Deck Safety
Prerequisites:
This course is principally intended for candidates for licensing as OUPV on Great Lakes, Inland and / or Near Coastal waters. Students must be at least 17 years of age to attend the course and reach their 18th birthday by the time of submission of the application for an OUPV credential. Students must also be able to read, write, and speak the English language as wells as perform basic math functions. For the online offering, Students are expected to be able perform basic computer functions as required in an online learning environment. Internet is required for this course. Computer requirements include ability to access the internet, PowerPoint on SlideShare, and be able display videos with sound. Students must meet the citizenship requirements listed in 46 CFR 10.221.
Enrollment:
Upon enrollment, you will have access to the online portion of the course. You can access the course my selecting “My Account” and navigating to the online courses you have purchased. Once you begin the course, you must spend the required time on each lesson. This will be explained further upon enrollment. You must pass the online quizzes before you will be eligible to “finish” the course. Once you have completed the course hours, prepared for the examination and scheduled your exam and assessments, select the finish button on the online portion of the course.
When you register for a course at CMTI Online, you are responsible for the costs associated with registering for the course and transportation to the school for the written examination. If the enrollment process is completed and payment is processed, a refund will not be given. Please contact CMTI if you have ANY questions prior to enrollment in an online course.
Examinations:
In order to successfully complete this course, each candidate must obtain a grade percentage of not less than 90% on the Rules of the Road and Chart Plotting exams, a 70% on Navigation General, and Deck General-Safety examinations. Online students must make their first attempt of the examinations in person at CMTI within 90 days of enrollment in the course. Students are allowed two consecutive days for testing if they are not able to complete all four examinations on the same day. The examinations are similar in format and content to the examinations given at the US Coast Guard Regional Examination Centers (RECs) and are accepted by the U.S. Coast Guard in lieu of their exams. You must call 804-642-0123 or email information@chesapeakemarineinst.com to schedule attendance for the in-person portion which includes a written examination(s). You can schedule your in-person portion when you purchase the course. However, you must successfully complete the online portion prior to attending any in-person requirements.
You have 90 days from the date of enrollment to take your written examination. This must be done in person at CMTI.
License Requirements:
Perspective students should review the requirements found at NATIONAL OPERATOR OF UNINSPECTED PASSENGER VESSELS OF LESS THAN 100GRT prior to purchasing the online course.
This officer endorsement is most appropriate for uninspected passenger vessels which by law are limited to six or less passengers for hire. These are usually smaller vessels and normally engage in charter fishing, whale watching, SCUBA diving, and tour cruises.
OUPV Near Coastal endorsements may be limited to 100 miles offshore, Inland or Great Lakes in accordance with 46 CFR 11.467 and the service provided. No OUPV endorsement is valid for International voyages.
According 46 CFR 11.201 (d): No officer endorsement may be issued to any person who is not a citizen of the United States with the exception of operators of uninspected passenger vessels that are not documented under the laws of the United States.
Anyone wishing to attain a license for more than six passengers should consider the Master 25-100 GT course.
